(1) There will be a recommendation committee as follows to make recommendations to the Government of Nepal regarding the nomination of the vice-chairman of the council or the appointment of member-secretaries:
(a) Member of the National Planning Commission (Viewing Education) – Chairman
(b) Secretary, Ministry of Education – Member (c) One person designated by the Ministry of Education from among those who have retired from the post of a specific category of the Government of Nepal - Member
(2) Rule 3b of the committee as per sub-rule (1). Among the persons who have attained the following qualifications, after evaluating their educational qualifications and experience, the names of three persons should be recommended to the Government of Nepal for nomination as Vice President.
(3) The committee under sub-rule (1) shall make a recommendation to the Government of Nepal regarding the appointment of the names of three persons who have obtained the highest number of points as member-secretaries from among the employees who have worked for at least five years in the official first class position of the council on the basis mentioned in the schedule.
